The External Needs and Goals of States

4. Adaptation in the 21st Century

The 21st century has transformed the external landscape in which states operate. Globalization, digitalization, and environmental change have redefined both the needs and goals of states. Security now includes cybersecurity, biosecurity, and climate security. Economic prosperity depends on innovation, technological sovereignty, and sustainable resource management. Power increasingly manifests in the ability to control data, shape global narratives, and lead in emerging technologies such as artificial intelligence and renewable energy.

Moreover, transnational challenges have blurred the distinction between internal and external needs. Migration, pandemics, and information flows cross borders effortlessly, making domestic stability dependent on international cooperation. The rise of non-state actors—corporations, international organizations, and social movements—further complicates traditional state-centered models of external action. States must now navigate a more pluralistic and dynamic environment in which influence is diffuse and legitimacy contested.
