Distribution of Power and the Concept of Leadership

7. Power Transitions and Leadership Challenges

Changes in the distribution of power often lead to power transitions, which can destabilize existing leadership structures. The rise of China, the resurgence of Russia, and the growing influence of non-Western states indicate a gradual shift away from Western-dominated global leadership.

Power transition theory suggests that periods of transition are particularly prone to conflict, as rising powers seek greater influence and established powers attempt to preserve their leadership roles. In such contexts, leadership becomes contested, and global governance may weaken.

The challenge for the international system is to adapt leadership mechanisms to reflect new power realities while avoiding instability. This requires inclusive institutions, flexible leadership models, and a willingness to share power.
